This paper is primarily intended to reconsider the viability of an analytical framework based on the distinction between two mail models of capitalism, when considering human resources dynamics. In this respect, while a more coherent modelization is suggested, several arguments are proposed supporting this distinction. A second goal of the paper is to compare in a very schematic and preliminary way the Italian schooling and training system with those of the main industrialised countries. A third goal is to examine more deeply the relationship between education and employment/unemployment, on the one hand, and the relationship between productivity, value added and employment in the main industrialised systems. A lack of systemic coherence is found to be detrimental also to the capability to develop variety in local system of production.
