In this paper the Annual Speech of Governor of the Bank of Italy is discussed. First, some principles adopted by the Governor are stressed: anyone able to work should be enabled to contribute to the production of national income, and it is necessary to avoid the negative consequences of unemployment not only in economic terms but more widely for the participation in the society and civil life. Second, two structural deficits, particularly serious for Italy, are discussed. One is represented by the unemployment of human resources and its influence on the degree of exploitation of the potential of growth. The other one is related to the production of human resources and its consequences on the potential of growth itself. Third, as regards policy options for employment, the suggestions made by the Governor emphasise the importance of innovative flexibility of the system against passive flexibility focused only on adjustment mechanisms within the labour market.
