One of the challenges related to introducing the Integrated Activity and Organization Plan (PIAO, in Italian) for Public Administrations is the improvement of the programming adequacy of the Public Value (PV) objectives and indicators, or their ability to express and measure the expected impact on improving the overall and multidimensional well-being of users and stakeholders. This aspect can be assessed through an in-depth documentary analysis of the PIAO carried out by experts in strategic planning and Public Value measurement. This work aims to explore the potential of Artificial Intelligence (AI) tools to support the assessment of the programmatic adequacy of the VP objectives. To this end, the PIAOs of 54 Italian Universities have been evaluated, providing for both an ex-ante and ex-post comparison between expert reviewers and AI tools.
