The text examines the Draft Legislative Decree through which the Government intends to transpose EU Directives no. 2024/1499 and no. 2024/1500 on equality bodies, which are aimed at strength-ening their independence, resources, powers, and accessibility. According to the Authors, the proposed reform does not achieve this objective. By replacing the current articulated system of bodies, including UNAR and the network of equality counsellors, with a single centralized body based in Rome, it instead risks weakening the existing system and violating the non-regression clause laid down in the directives.

Abstract

The text examines the Draft Legislative Decree through which the Government intends to transpose EU Directives no. 2024/1499 and no. 2024/1500 on equality bodies, which are aimed at strength-ening their independence, resources, powers, and accessibility. According to the Authors, the proposed reform does not achieve this objective. By replacing the current articulated system of bodies, including UNAR and the network of equality counsellors, with a single centralized body based in Rome, it instead risks weakening the existing system and violating the non-regression clause laid down in the directives.
