The Italian NRRP(Piano Nazionale di Ripresa e Resilienza/PNRR) contains a vast series of investments and reforms aimed at cities and involving them in their implementation. This involvement has been undoubtedly due to the growing role that cities have acquired in the national, European and supranational context. However, the intermediate and final deadlines set by the European Union for the use of the Recovery and Resilience Fund, and the structural weaknesses of city government institutions (in particular, municipalities and metropolitan cities), risk calling into question the PNRR's implementation. However, it is important that the cities are not left aside. Only with their active involvement will the PNRR be able to achieve the objectives of overcoming territorial gaps, strengthening social cohesion and fostering climate change adaptation.
