Qualche riflessione sugli sviluppi del nostro regionalismo, a partire dal modello regionale di Gaspare Ambrosini [Some reflections on the development of our regionalism, starting from Gaspare Ambrosini's regional model]

The essay recognizes the fundamental role of Gaspare Ambrosini in the adoption of the regional model by the Italian Constitution of 1948. The author points out, however, that it is not certain that it was the weakness of this model itself, or the Constitutional reform of 2001, with its inclusion of "federal-inspired" characters, that caused the lackluster results of the regional experience as a whole, due rather to the way in which "Italian-style federalism" was implemented. A solution could be represented by the definitive transition of our system into a cooperative regionalism, which, however, is now threatened by the process of differentiated autonomy inspired by a model of asymmetric regionalism that the 2001 reform opened up also to ordinary regions, but which risks, if not implemented in a balanced way, to increase inequalities.

Il saggio riconosce a Gaspare Ambrosini un contributo fondamentale all’adozione del modello regionale da parte della Costituzione italiana del 1948. L’autore rileva, tuttavia, come non è certo che sia stata la debolezza intrinseca di questo modello, o la riforma Costituzionale del 2001, con l’inserimento di caratteri ed istituti “a ispirazione federale”, ad essere causa degli esiti non brillanti dell’esperienza regionale nel suo complesso, dovuti piuttosto al modo in cui il “federalismo all’italiana” è stato attuato. Una soluzione potrebbe essere rappresentata dal definitivo passaggio del nostro sistema ad un regionalismo di tipo cooperativo, che però ora è minacciato dal processo di autonomia differenziata ispirato adun modello di regionalismo asimmetrico che la riforma del 2001 ha voluto aprire anche alle regioni a statuto ordinario, ma che rischia, se non attuato in modo equilibrato, di aumentare le disuguaglianze
