Le Unioni di Comuni a dieci anni dalla legge 56/2014: bilancio e prospettive [Unions of municipalities ten years after Law 56/2014: review and prospects]

Inter-municipal cooperation is an objective only rarely traced back to Law 56/2014, even though it represented one of the three pillars of the law. The contribution reconstructs the main factors that have hindered the full implementation of its provisions on the matter and examines the reform proposals of the current legislature, suggesting an implementation that entrusts full responsibility to the Regions, albeit within a framework of common principles and objectives, in order to favour differentiated solutions and to enhance the different purposes of Unions and other associative forms.

La cooperazione intercomunale è un obiettivo solo raramente ricondotto alla l. 56/2014, benché rappresentasse uno dei tre pilastri della legge. Il contributo ricostruisce i principali fattori che hanno ostacolato la piena attuazione delle sue disposizioni in materia ed esamina le proposte di riforma dell’attuale legislatura, suggerendone un’attuazione che ne affidi la piena responsabilità delle Regioni, sia pure entro una cornice di principi ed obiettivi comuni, per favorire soluzioni differenziate e a valorizzare le diverse finalità delle Unioni e delle altre forme associative
