The accessibility level of ten public services, collected by ISTAT within the Multi-Purpose Survey on Households, is analyzed within a non-parametric framework, and an index measuring the global difficulty in accessing services for households is proposed in the paper. The index is obtained by means of a non-parametric procedure of combination of service accessibility rankings. Two approaches are developed: in the first, the same weight is given to all services; in the second, more importance is assigned to Emergency Room, Groceries and Supermarket services. The aim is to evaluate, from a general point of view, the access difficulty of households to essential social and health services, in relation to their classification into eight groups according to important aspects such as the presence in the family of elderly people, children, or chronically ill people.
