The electronic communications sector, more than any other, appears to be characterized by a close relationship between technological and legislative evolution, in which "the structure of law is intertwined with technology". The strong permeability of law to technological innovations, in addition to giving rise to a legal system evidently influenced by technical-industrial dynamics, tends to attract the regulatory power of the sector upwards, at a supranational level. Therefore, the regulation of electronic communications is today largely entrusted to the European legislator, whose task is to ensure the uniformity of rules among the Member States together with the correct functioning of the market, its competitive development, the protection of consumers and citizens rights.
