Urban seismic risk prevention has many overlaps with strategic planning: the protection and development of the settlement are part of the same scenario, the one that emerges from the comparison between the different intervention options and the choices made by the local community. The prevention of seismic risk develops starting from the recognition of the vulnerability of the urban system and starts from both the analysis of the urban planning prior to the earthquake, and from the various hypotheses of future development formulated by the public administration.
