Distacco e aggregazione di comuni: prospettive normative ed economiche

Detachment and aggregation of municipalities (Comuni): legal and economic perspectives – Territorial variations due to the detachment and aggregation of municipalities (Comuni) to a different Regional government have been widely investigated under a legal perspective. However, the economic rationale for these processes is also worth investigating. This is the purpose of this work, where detachment and aggregation is analyzed under the theoretical lenses of fiscal federalism. Further, some considerations are proposed on the opportunities offered by the so-called “Differentiated Regionalism” as a means to overcome the limits of the actual institutional status quo.

Le variazioni territoriali, tramite distacco e aggregazione di Comuni verso una diversa Regione sono state ampiamente analizzate sotto il profilo giuridico. Una prospettiva complementare su tali processi, che fa riferimento ai modelli teorici del federalismo fiscale, consente di valutarne i profili di razionalità economica e quindi di meglio apprezzarne la desiderabilità ed i limiti. Vengono inoltre proposte riflessioni sul Regionalismo differenziato, che potrebbe contribuire a superare i limiti e le criticità dello status quo che perdura da tempo.
