This work focuses on evaluating and financing university research, a theme in the foreground in the public policy agendas of most European countries, through the analysis of four national contexts: Italy, France, Spain and Germany, whose university systems are mainly public and publicly financed. The study is articulated in two level of analysis. At the macro level, a survey has been administered to collect the opinions of the academic world in the four countries on crucial issues concerning funding and evaluating university research. At the micro level, the project analyses five public universities, in order to explain the factors that favor, in each of them, the production of excellent results in research. The case studies show that some crucial factors, such as the availability of economic resources and the characteristics of the urban and national contexts, are so different to render unsound any comparison of results that doesn’t take into consideration such uneven starting points. On the other hand, the study shows that, even in difficult times, universities are able to implement internal policies, such as well-structured research evaluation systems, that act as “favorable winds” facilitating their navigation towards the desired shores.

Il contributo intende fornire spunti di riflessione sul legame esistente tra valutazione, finanziamento e qualità della ricerca prodotta dalle istituzioni accademiche. Le considerazioni si basano su uno studio di caso comparativo, articolato in due livelli di analisi. Al livello macro sono state raccolte le opinioni del mondo accademico in Italia, Francia, Spagna e Germania rispetto a temi cruciali riguardanti la valutazione e il finanziamento della ricerca universitaria. Al livello micro sono stati scelti cinque Atenei che godono di grande prestigio a livello internazionale per i risultati ottenuti nella ricerca, con l’obiettivo di realizzare uno studio approfondito delle modalità di valutazione e distribuzione interna delle risorse per la ricerca. Il lavoro ha messo in luce l’importanza di condizioni che fanno da sfondo al lavoro dei ricercatori e che ne influenzano pesantemente, anche se in modo indiretto, i risultati. Attraverso un confronto tra realtà profondamente diverse, si mostra come qualsiasi valutazione che non tenga in considerazione le condizioni di contesto sia inutile e controproducente. Mentre gli Atenei e i singoli ricercatori possono agire più o meno efficacemente nell’ambito di spazi di manovra limitati, per migliorare i risultati della ricerca universitaria è imprescindibile un intervento in termini di politiche pubbliche che valorizzi la ricerca, a partire da un più adeguato investimento economico.
