This article explores the concept of agricultural clusters and their potential to be used as instruments for the economic development of peri-urban areas in post-socialist countries. Building on empirical evidence and observations of the Tirana - Rinas area in Albania, the paper brings forth findings on the role of the various actors in cluster development.
