The dynamics and operational models characterizing investigations into frauds which may potentially harm the financial interests of the European Union show a fundamental characteristic within the Italian legal order: the simultaneous presence of investigative tools and powers of a purely administrative nature along with means of investigation typical of criminal proceedings, depending on whether the specific case concerned on each occasion has the character of a mere administrative offence or relates to a fact classified as a crime under the law.
