China is nowadays the first market and producer in the automotive sector. However, Chinese actors still look not able to compete internationally with the global champions of the sector, both as automakers and component-makers. In this context, we analyse the policies for technological upgrading of the sector, on which national government have greatly focused since the mid-Eighties. One of the main tools used by national authorities to foster the technological endowment of national firms is the sector opening to foreign actors, specifically through joint ventures. Lately, however, growing emphasis on endogenous technology, and more generally on internal markets, national firms and indigenous sources, has been put in national industrial plan on the sector. After the analysis of the story of Chinese policy interventions in this field, we focus on firm level data to verify empirically the differences in terms of innovation activity of different groups of firms in the Chinese market, distinguishing among joint ventures, wholly-Chinese and wholly-foreign owned.

La Cina è oggi il principale mercato e il principale produttore al mondo nel settore automotive. Comunque, gli attori cinesi non sono ancora in grado di competere a livello internazionale con i campioni mondiali del settore, sia per quanto riguarda produttori di veicoli che di componenti. In questo contesto, analizziamo le politiche per il miglioramento tecnologico del settore, su cui il governo nazionale ha puntato molto sin dalla metà degli anni Ottanta. Uno dei principali strumenti usati dalle autorità nazionali per aumentare il potenziale tecnologico delle imprese cinesi nel settore è stata l'apertura ad attori stranieri, in particolare attraverso joint ventures. Più tardi, invece, è stata data grande enfasi nei piani nazionali alla tecnologia endogena, e più in generale ai mercati interni, alle imprese nazionali e alle fonti indigene. Dopo l'analisi della storia degli interventi di politica cinesi in questo settore, concentriamo l'analisi a livello di imprese, per verificare empiricamente le differenze in termini di attività innovativa dei diversi gruppi di imprese sul mercato cinese, distinguendo tra joint ventures, imprese a proprietà cinese e imprese straniere.
