“Torture” is a widespread practice in the world in at least 61 countries, not only in dictatorial regime, but also in Countries with democratic government. Many torture victims are among refugees. Torture is a tool strictly choosed in order to cancel any opposition to a system. The European states should adopt a system able to identify among asylum seekers, those who are victims of acts of torture or violence. Are there tutelage rules for torture victims? Which are the mandatory tools?
