Abstract—Today, the need to optimize telecommunications infrastructures is increasingly felt in the public administration world. Efficiency, reuse, and waste and cost reduction, are the key words at the base of the optimization; all of these aims find their natural realization in the sharing of computing resources and open source systems. The following work shows how, starting from the territory needs and the presence of a regional network in optical fiber, it has been decided to realize a regional datacenter regional distributed on several locations, to install the open source virtualization system OpenStack, and to deepen the Cloudfoundry project in order to services to local Public Administrations (PAs).
