The paper analyses and compares the “Health District Activities Plan” (HDAPs),of Emilia Romagna Districts. The Plans are intended to express health demands and needs of local community and to describe the services put in place to meet them. The analysis has been stimulated by the need of Emilia Romagna Regional Authority to verify the state of the art of its Health Districts and to identify the most interesting starting points from which tracing some “best for use” guidelines, in a typical bottom-up approach. The aim of this study has been the practical identification and translation of the “accountability of actions” concept in analysing and benchmarking the HDAPs and, finally, in suggesting a HADP model. Although some unavoidable limits, we think that it benefit from the methodological transparency, the empirical basis and the communicative possibilities to an extended audience
