In the decade extended around the Second World War years, Gustavo Giovannoni intervenes several times on problematic questions affecting the city of Ferrara and some of its considerable architectures: he is contacted by the Municipality to the long-standing plan of “gutting” of the ancient San Roman neighborhood, adjacent to the Cathedral. In the decades-long debate for identifying a suitable solution to the problems of density, healthiness and traffic, in the vast area between the streets of San Romano and Porta Reno, Giovannoni is in favor of an intervention that will preserve the historical traces, preferring the opening of a new road cropping the center of the blocks (it will not take place). He focuses on the intervention within a wider consideration on the city as a “unitary living body” suitable for the thinning practice application, and his indications will form the guidelines to the plan that the City developed in 1937, under the guidance of the chief engineer Girolamo Savonuzzi. Important buildings, constant point of attention and clash, face the side of the Cathedral: the Palazzo della Ragione (rebuilt in neo-Gothic style during the XIX century, then demolished and built again by Marcello Piacentini’s project, after 1954) and the old stores grown huddled up to the Cathedral, which Giovannoni suggests to demolish. Interrupted by the war, the plan resumes its natural process in the close post-war period, together with the program of reconstruction and the general master plan, but in a different way. Contacted again by the Municipality after the war, Giovannoni expresses some principles for the competition held in 1947 to finally give solution to the rehabilitation of the San Romano neighborhood; in regard to the Palazzo della Ragione, Giovannoni, reference point for the city administrators, draws up a critical report together with Roberto Pane and Guglielmo De Angelis d’Ossat.
Nel decennio a cavallo della seconda guerra mondiale, Gustavo Giovannoni interviene più volte su spinose questioni che riguardano la città di Ferrara e alcune sue insigni architetture, interpellato dalla municipalità per l’annoso piano di “sventramento” dell’antico rione di San Romano, limitrofo alla Cattedrale: nel dibattito che da decenni tenta di individuare un’idonea soluzione per i problemi di densità, salubrità e traffico, nella vasta area compresa fra le strade di San Romano e Porta Reno, egli appoggia un intervento che salvaguardi i tracciati storici, preferendo l’apertura di una nuova strada ritagliata al centro degli isolati (che non si realizzerà). Egli inquadra l’intervento entro un più ampio sguardo alla città, “organismo unitario e vivente”, adatto all’“applicazione del sistema del diradamento spicciolo”, e le sue indicazioni costituiranno le direttive per il piano che il Comune elaborerà nel 1937, sotto la guida dell’ingegnere capo Girolamo Savonuzzi. A lato della Cattedrale sono affacciati edifici cruciali, costante punto di attenzione e scontro: il Palazzo della Ragione (riedificato in forme neogotiche dal 1831, poi demolito e ricostruito su progetto di Marcello Piacentini tra il 1954 e il 1957) e le antiche botteghe cresciute a ridosso della Cattedrale, di cui Giovannoni invoca la demolizione. Interrotto dagli eventi bellici, l’iter del piano si ridiscute nell’immediato dopoguerra, insieme al piano di ricostruzione e al piano regolatore generale (con la consulenza di Giovanni Michelucci). Di nuovo interpellato dall’amministrazione comunale nel dopoguerra, Giovannoni formula alcuni principi, che saranno alla base del programma per il concorso indetto nel 1947 per dare finalmente soluzione al risanamento del Rione di San Romano; sulle questioni urbanistiche di San Romano e sul Palazzo della Ragione, Giovannoni, riferimento per gli amministratori della città, redige una importante relazione insieme a Roberto Pane e Guglielmo de Angelis d’Ossat.
