The paper, on the basis of a literature review, esplores the logic and institutional basis of the measurement of IF under the western institutional environment, and compares it with the peculiarity of the Chinese institutional environment. Furthermore, three dimensions and three major measurement indexes are analysed and their applicability under the Chinese institutional environment is discussed. Finally, the measurement index of IC is revised under the Chinese institutional environment.
